James J. Burke is an associate attorney at The Cook Group's New York City office. James focuses his practice on administrative law, business law, and securities law, combining his academic background and diverse professional experience to provide thoughtful and effective representation for his clients.
James earned his Juris Doctor from Villanova University Charles Widger School of Law. During law school, James served as the Managing Editor of the Villanova Environmental Law Journal and was an Honor Board Representative for all three years of law school. He was also active in various student organizations, including the Asian Pacific American Law Students Association, Corporate Law Society, and Entertainment & Media Law Society. During law school, James gained practical experience as a judicial law clerk, preparing draft opinions, conducting legal research, and reviewing case records for the Philadelphia County Court of Common Pleas.
James also worked for the U.S. Securities & Exchange Commission (SEC) in the National Examination Program within the Division of Examinations. There, he focused on investment advisers, investment companies, broker-dealers, and addressing the marketing rule to better reflect the actual realities of the financial sector. In addition, James has experience as a law clerk in immigration law, where he drafted briefs and memoranda and provided compliance advice to corporate clients. Before attending law school, he worked as an executive assistant at a community health organization, supporting corporate finance, board meetings, and research into health equity issues.
James holds a Bachelor of Arts in Political Science and Marketing from Loyola University Maryland, graduating magna cum laude. He has a passion for administrative rulemaking, having authored a scholarly comment on the role of the Hard-Look Doctrine in environmental pesticide policy. Outside of his legal career, James enjoys cooking, baking, health and fitness, cinema, and maps. He is also an Eagle Scout, a distinction that highlights his dedication and commitment to community service.
