Kimberly Baxter is an associate in The Cook Group’s Philadelphia office, where she focuses her practice on litigation and advocacy. Kimberly has experience handling a wide range of criminal and civil matters, from preliminary hearings to felony trials, and has worked closely with law enforcement, expert witnesses, and civilian clients throughout the litigation process.

Before joining The Cook Group, Kimberly served as an Assistant District Attorney, managing a high-volume caseload that included gun violence, drug offenses, and sexual assault matters. She also gained valuable experience through internships and certified legal positions in both criminal and civil practice areas, representing clients in preliminary hearings, probation violation hearings, and protection from abuse proceedings.

Kimberly earned her Juris Doctor from Villanova University Charles Widger School of Law, where she was a Public Interest Scholar and active participant in the National Trial Team and Moot Court Competitions. She holds a Bachelor of Science in Political Science and Criminal Justice, cum laude, from The University of Scranton.

Licensed to practice in Pennsylvania, Kimberly brings strong courtroom skills, a commitment to client advocacy, and a dedication to achieving successful outcomes for her clients. At The Cook Group, she is a valuable member of the firm’s growing litigation team.
